Second, you're definitely not alone in your skepticism. Though, I think panpsychism is one of those things that requires careful distinctions in the words used to describe it.
For instance, I mention in the article than panpsychists aren't arguing that particles are capable of complex thinking and decision making (which includes rational thought), but are simply saying particles might have a very rudimentary awareness of their existence.
I think it'll be awhile before we can confirm either way because we're (humanity) still working out exactly how to define "consciousness" and often use other words interchangeably to describe it. Sort of like how some people equate "feelings" with "emotions" which are actually two different experiences.
